The documentation of av_adts_header_parse() does not require
the buffer to be padded at all.

Code freeing the struct on failure is kept for backwards compatibility, but
should be removed in the next major bump, and the existing lavf user adapted.

This makes the currently semi-public avpriv_aac_parse_header() function
private to libavcodec and adds a proper public API function to return
the parts of the ADTS header required in libavformat.
