Andreas Rheinhardt 8accbbdf9a avcodec/vvc/data: Mark tables as hidden 
This allows compilers to optimize accesses like
ff_vvc_diag_scan_x[2][2][x] by baking the offset derived
from [2][2] into the relocation (so that it is performed
at link-time).
